تطبیق مبادئ الحوکمة في إدارة التعليم الفني في مصر "تصور مقترح"

شهد العالم في الآونة الأخيرة الکثير من التغيرات في کافة المجالات ، و التي أدت إلى اشتداد المنافسة بين المنظمات من أجل الوصول إلي الجودة والتميز وکسب رضا العملاء، وضمان البقاء والاستمرارية، و أمام هذا الوضع الجديد أصبحت المنظمات مجبرة على تغيير أساليبها التقليدية في الإدارة و تبني المفاهيم الإدارية الحديثة إذا ما أرادت تحقيق أهدافها بکفاءة و فعالية، وتعتبر الحوکمة أداة فعالة لمواجهة التحديات التي تواجه تلک المنظمات ، کما تعد الحوکمة أحد مداخل الاصلاح التي تسهم في إحداث تغيرات جذرية في العملية التعليمية وإحداث نقلة نوعية في المخرجات التعليمية ؛ ولذا يعد التعليم الفني أکثر مراحل التعليم حاجة إلي تطبيق مباديء الحوکمة ؛ کي يعد خريج مؤهل يسهم في الإنتاج والخدمات، وبناءاً عليه ظهرت في الأونة الأخيرة العديد من المطالبات بتطبيق مبادي الحوکمة بالتعليم الفني في مصر، و يهدف البحث الحالي إلى التعرف على واقع تطبيق مبادئ الحوکمة بالتعليم الفني في مصر ، ثم وضع تصور مقترح لتفعيل تطبيق مبادئ الحوکمة بالتعليم الفني ، وقد استخدم المنهج الوصفي التحليلي لتحقيق ذلک.
Applying the Principles of Governance in the Management of Technical Education in Egypt 'Suggested perception'

 

Abstract
 
       The world has recently witnessed many changes in all fields, which have led to increased competition among organizations in order to reach quality, excellence, gain customer satisfaction, and to ensure survival and continuity. To face this new situation, organizations are forced to change their traditional methods of management and adopt modern management concepts if they want to achieve their goals efficiently and effectively. Governance is considered an effective tool to meet the challenges facing these organizations. Governance is one of the reform entrances that contribute to bringing about radical changes in the educational process and bringing about a qualitative shift in educational outcomes. Therefore, technical education is the most important stage of education in need of applying the principles of governance. In order to prepare a qualified graduate who contributes to production and services. Accordingly, many demands have recently emerged to apply the principles of governance in technical education in Egypt. The current research aims to identify the reality of applying the principles of governance in technical education in Egypt, and then develop a proposed conception to activate the application of the principles of governance in technical education. The descriptive analytical method was used to achieve this.
